2016 Call for Speakers - Deadline Extended to May 14th

We are pleased to receive your speaker proposal for the 2016 California Emergency Services Conference; Surfing the Waves of Emergency Management!   All Speaker proposals must be submitted by May 14, 2016, at 5:00pm Pacific time to be considered and you must be available to present your breakout session on either October 5th or 6th with the time to be determined.  Breakout sessions should be no longer than 60 to 75 minutes including time for questions.

CESA Competency Framework

In an effort to increase the capability of the professional Emergency Manager, the CESA State Board recently adopted the Emergency Management Competency Framework and the Emergency Manager Role Map.  The Association is committed to speaker presentations that support these concepts and they should be considered when crafting your speaker proposal.  Please click to view the Competency Framework and Role Map.

In an effort to capture engaging and relevant topics for our members, the following presentation topics for the 2016 CESA Conference have been identified.  Please indicate which topic you are submitting for in your proposal:

2016 CESA Conference Topics

Lessons Learned/Not Learned from Complex Events or Practices

Emergency Managers are no strangers to complex incidents/events.  Detail an experience you were involved in and share what you learned or could have learned better for the benefit of others.

Successful Collaboration

Partnerships are the backbone of the successful Emergency Manager.  Detail a collaboration that elevated your program or capability.

Surf Your Own Wave

Sometimes your experience doesn’t fit into a category.  Do you have a topic you would like to share with your colleagues?  Examples include topics like exercises, the use of technology, communications and program management.   Share your experience!

Non-Commercial Nature of Topics

Please be reminded as you are crafting your speaker proposal that CESA provides an opportunity for open dialogue and a creative exchange of ideas among participants.  Breakout speakers are expected to discuss Emergency Management topics of an educational nature and should not represent any product or service.

Scoring Applications

The 2016 CESA Conference committee will review and score all speaker proposals for submittal based on the following criteria.  Please note that incomplete speaker proposals will be removed from review.

  • Engaging topic or presentation
  • Speaker experience and qualifications
  • Relevance and quality of topic 
  • Clearly stated objectives
  • Recommended suggestions participants can use in their own jurisdiction
  • Complete and accurate speaker proposals
  • References
